Extended Producer Responsibility (EPR)

Definition

Extended Producer Responsibility (EPR) is a regulatory framework that makes producers financially and operationally responsible for the collection, recycling, recovery or disposal of products and packaging at the end of their useful life. EPR programs are designed to shift waste management costs from governments and taxpayers to the organizations that place products into the marketplace. Under EPR programs, producers are required to register and report sales of certain plastic products. Associated program fees support recycling and recovery systems.

Context

Across the globe, regional governments are adopting EPR legislation. In the U.S., several states including California, Minnesota and Oregon have active EPR programs. Compliance requirements vary across jurisdictions, creating additional complexity for organizations that operate in multiple markets. Factors such as recyclability, material selection, and the use of recycled content may influence producer obligations and EPR-related fees. As a result, many companies are reassessing packaging strategies to align with emerging regulatory requirements and circular economy objectives.
